That's why you wear the loose clothing on the outside and the form fitting clothing underneath. As a bonus, the close-fitting layer helps keep colder winds from being as much of a problem.

Try the coat on over top of your clothing. It'll keep you a lot warmer in the cold weather than your cloak.
